quick question, if the europa winner have already qualified for champs lg do the runners up get the spot?

No.
I have posted the regulations on several occasions - even quoting verbatim from the official UEFA rulebook. May I respectfully suggest that people look themselves at the regulations that are available from the UEFA website? Likewise, the Premier League rules are available from its website.
To summarise:
A club qualifies for Europe by WINNING a cup (Champions League, Europa League, FA Cup, or League Cup) OR by finishing high enough in the Premier League OR by means of Fair Play ranking (although that's a long shot realistically speaking).
Losing cup finalists will no longer qualify just because the winning finalists have qualified by other means. The rules changed this year - Hull City are the last English club to qualify under the old rules about losing finalists.

Hull qualified because arsenal won the cup but are in the champ league due to finishing fourth. So if this season the runner up doesn't get it and the scenario is the same then there's a euro space up for grabs as the winning team can't play in both. So who gets the extra slot ( sorry if it's a bit wordy Sid ) that's not filled now that a Hull scenario is no longer in the rules.

Toffee Ace: If the FA Cup winners and/or the League Cup winners have also qualified for the Champions League, then their Europa League slot(s) go to the best placed team(s) finishing immediately below those clubs at the top of the Premier League who've qualified for the Champions League.
Last season, two of the three Europa League slots were earned by Premier League position. We got one of them by finishing fifth. ManCity won the league Cup and qualified for the Champions League, so their Europa League slot went to Tottenham who finished sixth in the Premier League. Hull got the third slot, but they'll be the last losing FA Cup finalists to qualify that way. Under the new rules, it would have been the team finishing seventh that got the third slot.

I know u have answered this loads now, sorry if I slow in this one. I understand the domestic way of allocated places for Europe. But if a team wins the Europa and have already qualified for CL through their own league position. That means a spare CL place somewhere or will that go to the next highest place team in that respective league. Ie LFC finish in top 4 and win EC 5th place gets it? Or will FIFA use it else where ie FairPlay? Hope this makes sense.

Robbie: If an English club wins the Europa League AND finishes outside the top four of the Premier League, then we get five slots in the Champions League - that'd be the top four in the PL plus the EL winners.
However, if the Europa League winners finish in the top four of the Premier League then we get just four slots in the Champions League - that'd be the top four in the PL.
UEFA will adjust which round a club will start from in the Europa League depending on various conditions.
There are three slots (no more, no less) in the Europa League for fair play - and these currently go to the best placed clubs (in terms of fair play ranking) that haven't qualified by other means.
By the way, these fair play slots are being stopped in a season or two by UEFA (and replaced by financial awards to national associations for community projects, etc.) so it'll be just by winning cups or finishing high in the league that'll get European qualification.
