Interesting take, but none of that is going to happen. Chelsea had 74 breaches and were fined, City's punishment may be more severe but it will be 1 and done, and I lack confidence it will be the punishment they deserve.
The behaviour of their owners has been dreadful and they have the money and muscle to keep this going I just hope thenaPremier League has big balls.

I reluctantly agree with you, AJH, and yes, the situation has now put the spotlight fixed on the PL.
Not many of us have any real faith in them.

The one thing that sets them apart from all the other clubs that have been sanctioned is they're lack of cooperation. This is apparently as serious as the breaches themselves. I think they will fair badly for this as it displays a brazen contempt for fair play. The world is watching.
