Moyes has stated on several occasions that he has the final say on signings and that he is responsible for who comes and goes.

Well Moyes should have an input, but the scouting of young players, players from lower leagues and players from overseas has to be done by either full time scouts or part-time who reside in countries like Brazil. The only scouting we seem to do is for players who are not making the grade at Chelsea for example or drummed up players like Dibling. Problem is so can every other team see those type of players and the price goes up with no guarantee that they will be worth the cost.
What we need is for our scouts to identify the next Rooney or Messi before anyone else can, watch lower league teams and be aware of emerging talent overseas. Moyes can't do any of that and I am not sure that we have a scouting network that can do it either.

Moyes identifies what positions he feels need strengthening and they will then give him a list of players to fill that position. He will then have to select from that list or ask them to keep looking.
On another point I see on here quite regularly people saying we should be buying young hungry players.
It would appear that the club are trying to do that, but sometimes young players take time to settle. Yet now some saying we should get rid not good enough.
It would appear that whatever the club do they will never please some people.
{Ed025's Note - i get what you are saying BMD and agree in principle, but what i will say is that we have to see a modicum of ability and aptitude from these young players when they get their chance and certainly in training, they have to force the managers hand to pick them like what Armstrong is doing now..its up to them mate..

Fair point Ed. But feel Aznou did that and we haven’t seen him since. So you could question the managers handling of these young players also.
