Villa have accepted a £117million bid from Chelsea for Rogers. They must be wondering how on earth after they have had to be so careful with their finances that a club as shady as Chelsea can bid that high for their star player. Villa are in Europe as often as Chelsea. Their stadiums are similar size yet they have to sell but Chelsea can break records in player transfer fees.
How is this correct? How is this fair? And how is the PL allowing it?
The two shadiest teams in the league in Chelsea and City are brazenly running their own competition with their own rule book.

I think it's cos they put players on ridiculously long contracts and spread the fee over length of the contract. I may be wrong like.
{Ed001's Note - they sell lots of players every summer and then top up their squad with players from their feeder clubs on the cheap, which they then sell or get loan fees for.}

I think the max they can spread the fee over is 5 years even if the contract is longer. Premier League changed that when they kept doing these 8 year contracts.
Whether that has changed again with the move from PSR to SCR, I am not sure.
