Can someone explain to me how Spurs are able to shell out £300 million on new players and be within PSR. Is it one of 'big five' rules?

They are supposedly generating a shed load from the new stadium, but it shows the whole system is wrong if you can finish above relegation twice and still be able to pay silly amounts like this (and they won't have finished yet) .
