If we win the Europa league and get relegated, are we still allowed into the champions league?

Yes. Unless Liverpool don't qualify and make a claim for the rules to be changed after the event so that they get the place - probably because they're in the same city and they play in red which is considered lucky by the Asian fans that are sought by UEFA and because they are backed by the forces of the darkside. Bitter - moi? ;-)
